George Gault - Founder & Chairman of the Board

George has dedicated his career to community and economic development, nonprofit leadership, and public service. He served as President of the Wyoming Community Foundation from 2003 to 2011, leading the organization through a period of significant growth in assets, grantmaking, and nonprofit capacity-building initiatives. Throughout his career, George has also worked as a consultant through Gault & Associates, LLC, helping communities and organizations identify goals, secure resources, and implement strategies for long-term success. His experience includes serving as Managing Director of Administration for American Capital Access, where he helped raise more than $126 million in capitalization, and as Executive Director of the Division of Community and Economic Development for the Wyoming Department of Commerce under Governor Mike Sullivan.

George holds a bachelor’s degree in Modern European History from Trinity University and a Master of Public Administration from the University of Northern Colorado. He also earned professional designations as a Certified Economic Developer and Economic Development Finance Professional. Since retiring to Mesquite, Nevada, in 2011 with his wife, Linda, George has remained deeply involved in the community. He helped launch several regional initiatives focused on economic development, workforce training, and nonprofit collaboration, including Mesquite Regional Business, Mesquite Works, and the Mesquite Opportunities Regional Fund.  George was the recipient of the Governor's Point of Light Award as the  Rural Nevada Individual Volunteer in 2017.

John Rosen - Vice Chairman

 

John graduated with honors from the University of California San Diego with a degree in Mathematics.

His professional career spanned over 40 years in software development and implementations in the fields of national defense, Oil and Gas industry process control systems, and healthcare, culminating over the last 20 years of his career as an IT Executive and internationally recognized consultant helping hospitals all over the world optimize their medical supply chains.

His hobbies included becoming an internationally certified race official in the winter sports of bobsled and skeleton, and he officiated at the Olympic-Games-level in Salt Lake City, Vancouver, and Sochi Russia.  John also served on the Board of Directors of USA Bobsled/Skeleton for eight years, serving the last six of those as the Chairman of the Board of Directors.  It was through this process that John gained invaluable experience in turning around troubled organizations.  At the end of his tenure on the board, he was awarded the honorary lifetime title of Chairman Emeritus of USA Bobsled/Skeleton for his work in directing the organization’s resurgence from being one of near-total disfunction to being among the highest respected national governing bodies in the US Olympic Committees portfolio of sports.

Today John is very active in civic affairs for the City of Mesquite.  In addition to his role as the Vice Chairman of MORF, John serves on the city’s Master Plan Committee and the tourism-related Travel Nevada 3D Grant Steering Committee, and he focuses on strategic initiatives involving small business growth and sustainability, improvements in the accessibility and quality of local healthcare, and increases in available recreational activities for the city’s youth.  


Judith A. Sargent - Secretary

Judith A. Sargent currently serves as the Branch Manager of the Las Vegas-Clark County Library District Public Library Campus in Mesquite, a position she has held since July 2011. With more than 25 years of dedicated service to the Las Vegas-Clark County Library District, Judi has built a distinguished career marked by innovation, leadership, and a deep commitment to community engagement.

Throughout her career, Judi has worked to expand library services, encourage lifelong learning, and create welcoming spaces where residents of all ages can connect, learn, and grow. Under her leadership, the Mesquite Public Library Campus has continued to serve as an important educational and cultural resource for the community, offering programs, technology access, public events, and outreach opportunities that benefit local families, students, and seniors alike.

Known for her collaborative leadership style and passion for public service, Judi has developed strong partnerships with local organizations, schools, and community groups throughout the Virgin Valley area. Her dedication to literacy, education, and community involvement has made her a respected leader and advocate for accessible public resources in Southern Nevada.

In addition to her work within the library district, Judi is recognized for her ability to bring people together around shared goals that strengthen the community. Her leadership continues to support the library's mission of enriching lives through knowledge, discovery, and meaningful community connections.  


Ann Weast - Treasurer

 

Ann Weast has an extensive history of financial management and bookkeeping experience. Ann's professional background includes ten years as Financial and HR Manager at Diatron Inc., a Japanese electronics products company, where she oversaw accounting operations and personnel administration. She also served as Office Manager for the CPA firm Talbot, Korvola and Warwick and most recently spent four years at Mesquite Gaming as a Financial Auditor. Throughout her career, she has built a reputation for accuracy, integrity, and strong organizational leadership.

Weast moved to Mesquite 14 years ago with her husband from the Pacific NW and became involved in the local community. She enjoys using her financial expertise and administrative experience to support organizations that make a positive impact. She enjoys cooking, bowling, and sewing and is active with the Mesquite Works STEAM Center. When she has a free moment, she plays Mah Jongg and is a member of the National Mah Jongg League. 


Paul Benedict - Director

Until his retirement from the LVCVA, Paul served as Supervisor of the Welcome Center in Mesquite for 9 years, where he greeted visitors from around the world and promoted Southern Nevada tourism and hospitality. An Air Force veteran and accomplished public speaker, Paul has built a reputation for connecting with people and serving his community with enthusiasm and professionalism. An active and dedicated community volunteer, Paul served for many years as President of the Exchange Club of Mesquite and also held the role of Treasurer for both MORF and the Exchange Club of Mesquite Foundation. His long-standing involvement with local organizations reflects his commitment to community service and helping improve the quality of life for residents throughout the area. Originally from New Jersey, Paul has called Mesquite home for more than 25 years. In addition to his civic involvement, he has appeared in 13 productions at the Mesquite Community Theatre. Known for his friendly personality and community spirit, Paul continues to stay involved in local events and activities while supporting the continued growth and success of the Mesquite community. 


Karen Miskimins - Director

Karen has been a Commissioner on the Mesquite Public Arts Commission for over 5 years,

three of those years as Chair. She has also served on the Virgin Valley Artists Association

Board, as a Board member, Vice-President and President. Prior to retiring to Mesquite, Karen

and her husband owned several GM franchises in Nebraska and Montana. As a dealer, Karen

also served on GM’s Women’s Dealer Advisory Board, representing GM women dealers and

managers in the western region. She was also elected as a board member to the National Auto

Dealers Association representing all women dealers and principles from all manufacturers west

of the Mississippi. Karen has been determined not to sit still in retirement and continues to

volunteer and be active within her community not only by serving on several boards, but also as

a mentor to the Sun City Pottery Club.

Born and raised in Virgin Valley, Junior has always believed in the importance of community, hard work, and leading by example. As the owner of Silver State Cleaning, Slurp Smoothies, and Fat Dough Bakery, he takes pride in building businesses that not only serve our area, but also contribute to the growth and success of the community he proudly calls home. Prior to becoming a business owner, Junior spent 14 years serving with the Mohave County Sheriff’s Office, where he developed a strong foundation in integrity, accountability, leadership, and public service. Those experiences shaped his commitment to treating people with respect, working collaboratively, and always striving to do what is right for the community. He is passionate about supporting local schools, youth programs, community events, and initiatives that strengthen Virgin Valley for current and future generations. Guided by strong family values and a genuine love for this area, Junior believes in giving back, creating opportunities, and helping make our community a place where families and businesses can continue to thrive.

Formerly a member of the Mesquite City Council, Karen Dutkowski continues to involve herself in helping the city and community by serving on the Master Plan Committee and the Board of Trustees for the Clark County Library District. She has worked in emergency response and healthcare systems for decades in Illinois, California, and Utah, understanding the importance of public safety and wellness in a growing community. Karen volunteers for several non-profits and is a strong supporter of animal rescue groups. She earned her Bachelor's degree in Business Administration in 2002 and advocates lifelong learning. 

 Karen is known for her dedication to public service and her continued involvement in projects that support the growth and well-being of the community. With experience in local government, healthcare, and emergency response, she brings a thoughtful and compassionate approach to leadership while remaining committed to improving the quality of life for residents in the Virgin Valley area. 

Randy Laub - Director

Randy Laub was born and raised in the Virgin Valley area and has spent decades serving the local community with dedication and pride. As a lifelong resident of the region, he has built strong connections throughout the community and remains committed to supporting the people and future of the area.

Randy served six years on the Virgin Valley Water Board of Directors, where he helped oversee important decisions involving local water resources and infrastructure. He currently serves on the Overton Power Board of Directors, continuing his commitment to responsible leadership and reliable utility services for residents throughout the region.

In addition to his board service, Randy has devoted more than 32 years to the Athletic and Leisure Services Department with the City of Mesquite, where he remains employed today. Through his work, he has supported recreational programs, community events, and services that enhance the quality of life for local families and visitors alike.

Allan S. Litman was born and raised in Duluth, Minnesota, and has built a life defined by service, leadership, and community involvement. After spending 30 years in California and 10 years in Maui, Hawaii, he has proudly called Mesquite home for the past 22 years. Allan earned his undergraduate degree in History and Political Science from the University of Minnesota, followed by a master’s degree in Administration and Supervision from Pepperdine University. He also completed doctoral studies in Institutional Management at Pepperdine University. Allan and his wife, Phyllis, have been married for 60 years.

A Vietnam veteran who served in the U.S. Army from 1966–1967, Allan began his professional career in education, teaching in the Los Angeles School District and later in Special Education with the Simi Valley School District. Over the years, his career expanded into business ownership, mental health services, and public service. He owned and operated Al’s Valley Lube Pitstop automotive service center in California before becoming a Child and Family Psychotherapist and later serving as an Autism Consultant for the State of Hawaii from 2000 to 2004. Deeply committed to veterans and the local community, Allan co-founded the Mesquite Veterans Center in 2008 and went on to serve on the Mesquite City Council from 2011 to 2013 before serving as Mayor of Mesquite from 2013 to 2024.   Dedicated to improving the lives of those facing cancer, he currently serves as Vice President of the Mesquite Cancer Center Board of Directors, helping advance resources and support for patients and their families throughout the community.

Richard Cook brings more than 27 years of experience in information technology, with a professional background in software development, systems analysis, and telecommunications operations. Originally from Canada, Richard moved to the United States in 1992 and currently serves as VoIP Operations Manager for Stimulus Technologies. Throughout his career, he has worked across a variety of technical and operational roles, helping organizations improve communications infrastructure, streamline processes, and adapt to evolving technologies. His experience combines both technical expertise and practical leadership, giving him a well-rounded perspective on business operations and long-term planning.

Richard became connected to the Mesquite community after meeting his wife, a lifelong Mesquite resident, six years ago. Through his family and community involvement, he developed a strong appreciation for the region and its future opportunities. He joined the Board of Directors for Mesquite Opportunities Regional Fund to provide perspective on economic development and support initiatives that strengthen the local community. He is particularly interested in projects that encourage sustainable growth, support local businesses, and enhance the quality of life for residents throughout the Virgin Valley area.

In addition to his professional career, Richard serves as Treasurer and Board Trustee for Virgin Valley Theatre Group, which operates the Mesquite Community Theatre. In that role, he supports the organization’s financial oversight and ongoing community engagement efforts.
